What Are Account, Top-up, and Budget Management
This chapter covers reviewing and adjusting Primary Accounts, Sub Accounts, Entity Codes, manual Top-ups, and Budgets. It contains the most concentrated fund operations in the Admin & Ops Portal. The Primary Account is the Entity’s main funding entry point, Sub Accounts isolate funds, and a Budget is a logical spending-control layer that does not hold funds.
Why Fund Operations Require Extra Care
Fund adjustments directly affect the customer’s Available Balance and trust in the platform. If the direction, amount, or destination account is wrong, remediation can be costly. Before submitting any manual Top-up or balance adjustment, verify the direction, amount, currency, and destination account.
How to Review and Adjust Accounts, Top-ups, and Budgets
Find and Review Primary Accounts
The Primary Account is the Entity’s funding entry point. Use the list to review the overall account status and the details to verify the fund composition, Entity association, and historical changes.
Use the Account ID, Entity, or status to locate the Primary Account.
Verify the total amount, Available Balance, Frozen Amount, and status.
When an adjustment is required, confirm whether the amount should be increased or deducted, as well as the amount, currency, and reason.
After submission, verify the balance change in the transaction ledger instead of relying only on the success message.

Find and Review Sub Accounts
A Sub Account is a real funding account used to isolate funds by team, project, or purpose. A Budget is the logical control layer under the Sub Account.
| Funds basis: Sub Account Total Amount = Available Balance + Allocated Budget Limit + Frozen Amount. When allocating a Budget, Available Balance decreases and Allocated Budget Limit increases; when returning a Budget, the direction is reversed. |

Based on the screenshot, the current page actually manages wallet addresses rather than Entity Codes. The Entity Code is shown in the edit dialog only as identifying information and cannot be edited. This section should therefore be titled:
Manage Wallet Addresses
Wallet addresses maintain the wallet information associated with an Entity. Operations staff can search records by Entity information or wallet address and edit an existing wallet address.
Entry: Accounts & Budgets → Wallet Addresses
View the Wallet Address List
Use the following conditions at the top of the list to search:
- Entity ID
- EntityName
- Wallet Address
The list displays the following information:
- Entity ID
- EntityName
- Entitycode
- Wallet Address
- Operator
- Update Time
- Operation
After finding the target Entity, click the edit icon in the Actions column to open the wallet address editor.
Edit a Wallet Address
The edit window shows the current Entity’s basic information, including Entity ID, Entity Name, and Entity Code, so that you can confirm the target. Entity information is view-only and cannot be changed here.
Enter or update the address in the Wallet Address field and click Save to complete the change. Click Cancel or close the window to discard the change.
After saving, return to the list and confirm that the wallet address, operator, and update time have been updated.

Process Manual Top-ups and Top-up Details
A manual Top-up directly changes customer funds. Before processing it, confirm that proof of payment or an approval basis has been obtained, and verify the target Primary Account, currency, original amount, fees, and actual credited amount.
Locate the correct Entity and Primary Account.
Select the Top-up type, currency, and posting method, then enter the amount.
Verify the fees, actual credited amount, reference number, and notes.
After submission, cross-check the Top-up details and Primary Account transactions.
| Prohibited practice: Do not repeat a Top-up just to correct a display issue. If the Status is not updated, first check the original Transaction, external reference number, and audit Records. |

Find and Review Budgets
A Budget does not hold independent funds. It controls which cards can use Sub Account funds and up to what limit.

| Common misconception: Available to Spend and Available Limit are not the same concept. A Dedicated Limit Card may reserve Budget Limit even when it has not spent anything. |
